A Waterloo historic building, it was built from 1911-13 by the Canadian federal government to house the post office and offices for the Department of National Revenue. The Waterloo Board of Trade had lobbied for the building with the help of the local member of Parliament and future Canadian prime minister, Wiliam Lyon Mackenzie King.
